Luanda – Twenty-seven hotels, which were initially designed as hotels of the IU and IKA network, became the ownership of the Institute for Tourism Development (INFOTUR) and the Institute for the Management of State Assets and Participations (IGAPE), through Presidential Order No. 99/25, of March 31, 2025.

According to this document, of the total number of properties, 12 hotels in the IU, IKA and BINA network were transferred to INFOTUR, while 15 hotel units in the same network are transferred to IGAPE, for the purpose of establishing partnerships with public or private entities, with a view to completing the works, possible conversion of purpose and marketing or assignment of these assets.

The properties to be transferred are the IKA hotels in Caxito (Bengo), Luena (Moxico), Malanje, Mbanza Kongo (Zaire), Ndalatando (Cuanza-Norte), Ondjiva (Cunene), Soyo (Zaire) and Uíge, as well as the IU hotel units in Lobito (Towers A, B and C), Malanje (Tower A), and those in Santa Clara (Towers A, B and C).

Another Presidential Order no. 98/25, of 31 March, authorizes the privatization, through the Limited Tender Procedure by Prior Qualification, in the modalities of Assignment of the Right to Exploit, Management and Disposal of Assets of eight hotel units of the IU hotel chain, delegating competence to the Minister of Finance, with the power to sub-delegate,  for the practice of decision-making acts and guardianship approval.

It is also the responsibility of the Minister to verify the validity and legality of all acts carried out within the scope of this procedure, namely to define the appropriate privatisation modality for each asset, determine the opening of the procedure, constitution of the negotiation committee, approval of the documents of the procedure, award of proposals, including the conclusion and signing of the Contracts.

This order revokes Presidential Order No. 19/24, of 11 January, safeguarding the effects produced during its validity.

These are the IKA hotels in Lubango and Talatona, as well as the IU hotels in Cacuaco, Cuito, Huambo, Luena, M'Banza Kongo, N'Dalatando, Sumbe (Towers A) and the IU hotels in Viana (Towers A, B and C).

According to the document, the process of transferring these hotel units should safeguard the maintenance of existing jobs, having resulted from the need to redefine the strategy for the exploitation of the respective assets, to fit into the policy of the sector of activity. CPM/QCB/DOJ
