Menongue – The government of the province of Cuando-Cubango cancelled service provision contracts with two companies, due to financial and administrative incapacity, as well as poor quality in carrying out the contracts.

This is a public works contract to requalify sidewalks in the capital city of Menongue, and another to provide services.

Speaking Tuesday, to the press, at the end of a consultation meeting with service providers, the government's secretary general, Adelino Mangonga, said that other processes and work are being assessed and any situation that gives rise to irregularities, the authorities will act to safeguard the public interest.

The meeting with economic operators focused on the need to improve the relationship between the parties, as well as a call to attention for the continuous improvement of the quality of goods and services provided to the State.

He highlighted that with the new legal framework and the high number of companies in the market, competition levels are also rising, at a time when public procurement standards and laws and other diplomas that deal with the same matter require a set of requirements for public institutions and their suppliers.

Entrepreneurs informed about Framework Agreements

On the occasion, the head of Cuando-Cubango's Public Procurement Department, Domingos Kangombe, explained to businesspeople that Law No. 9/16, of 16 June, on Public Contracts, provides for the signing of framework agreements, as a special way of contract.

The aforementioned agreement aims, for a better execution, management and control of acquisition processes, as well as the regulation of future contractual relationships, through the prior establishment of the respective terms and conditions.

He explained that the aim includes the rationalization of public expenditure and generation of savings, promotion of competitiveness and adequacy of quality levels of goods, as well as the generation of management information, allowing the evaluation of performance and planning of the public procurement process.

Among the issues, the diploma favors competition between the most varied companies, with validation and evaluation assumptions being quality, compliance with the established time, price and companies' suitability.

During the event, topics such as procedures for the execution of contracts, quality of products and services that companies provide to the State, legal regime for invoices, as well as minimum requirements for validation and approval of public debt were also discussed. MSM/FF/MS/CF/DOJ
