Ondjiva - Public managers from the southern province of Cunene were trained this Wednesday on budget execution rules, with the aim of expanding, strengthening and promoting the rigorous and effective application of the rules of the General State Budget for 2025.
The action took place during a one-day seminar aimed at delegates, directors, municipal administrators and their deputies, officials linked to the area of administration of various State bodies and independent bodies.
On the occasion, the head of the Budget Department of the Finance Delegation in Cunene, Perpétua Ndeitelela, said that the training aims to equip supervisory managers to observe discipline, transparency, rigor and responsibility in the exercise of their activity for a coherent management of the treasury.
She clarified that the budget execution rules are basic tools to help managers apply with rigour and discipline what is provided for in the law for the management of the resources made available to them.
Perpétua Ndeitelela explained that the seminar covered essential aspects of the Public Investment Programme, the general rules for implementing the State Budget, the main changes and rules that are commonly not complied with, and the management of public debt, as well as the guidelines and procedures for comparison in the context of the 2025 State Budget and the rules on the management of State assets implemented in 2024.
In turn, the Cunene Vice-Governor for Technical Services and Infrastructure, António Matias, highlighted the importance of the training course, with a view to providing a space for clarification on the rules of budget execution.
He said that the seminar also aims to enable the reinforcement of good practices and compliance with current regulations, towards a moderate and efficient management of public resources.
“With this seminar, we understand that the managers of budgetary units and dependent bodies have knowledge of the regulations that serve as a basis for execution as a guiding instrument for collecting revenue and executing public expenditure”, he emphasized.
He recalled that the seminar was the result of law 15/10 of July 14, which approves the General State Budget and establishes that, each year, the rules of budget execution are published by presidential legislative decree. 2025 State Budget in Cunene
For the 2025 financial year, the province of Cunene has a financial allocation of more than 115 million, compared to 76.3 billion kwanzas in 2024.
The State Budget increased by 52% compared to the same period last year, resulting from the addition of eight new municipal administrations within the framework of the country's recent Political-Administrative Division, in which the province of Cunene increased from six to 14 municipalities.
Of the amount under analysis, 70% is allocated to basic activities, 16% to Public Investment Projects (PIP) and 14% to Development Support Expenditure (DAD).
Cunene has 18 budgeted units, such as the provincial government, municipal administrations, the Health and Education departments and the Provincial Hospital.
