Menongue - At least 867 million kwanzas, of the 888 million Kz (US$1= 876,739Kz) allocated to Cuando-Cubango, were spent during the 2nd quarter of the current year, with the implementation of the Integrated Program for Local Development and Combating Poverty (PIDLCP).
The data was presented to the press by the director of the Study, Planning and Statistics Office (GEPE) of the Cuando Cubango government, Elias Paganini, at the end of the VI ordinary meeting chaired by the provincial governor, José Martins.
Of the eight axes of combating poverty, Elias Paganini highlighted the expansion of the drinking water system, construction of social infrastructures, primary health care, support for the promotion of fishing and livestock farming, women's empowerment, among others, whose financial implementation corresponds to at 25%.
For the implementation of PIDLCP-2024, the members of the VI meeting recommended to municipal administrations and budget unit managers, greater speed in financial programming and sending them to the provincial Finance delegation, observing the deadlines for rendering accounts and preparing periodic reports.
Regarding the current State Budget (OGE), the government assessed the 2nd quarter report which reports on the execution of an amount above 14.6 billion kwanzas, distributed to budgetary units, with an improvement in revenue collection for the aforementioned 13 units budget of 50 million, compared to 35 million in the same period last year.
The GEPE director reported that, during the second quarter, Cuando-Cubango raised 438 million kwanzas, compared to more than 200 million in the previous period.
Regarding the PIIM's execution, 21 of the 68 projects were completed, with an accumulated payment of more than 18 billion kwanzas, of the 36 billion approved for Cuando-Cubango, in an accumulated physical execution of 78% and financial execution of more than 61%.
Of the 86 projects foreseen in the Integrated Plan for Intervention in Municipalities in the portfolio for Cuando-Cubango, 10 are of central responsibility and 76 of the provincial government and 9 of municipal administrations.
At the meeting, members reviewed the current situation in the municipality of Rivungo, on the border with Zambia, reflected in the difficult access by road, to provide basic social services to the population, from health, education, water, energy, housing and human resources.
The lack of infrastructure to support tourism and business, despite serving as a “turntable” for the implementation of the Okavango-Zambezi Transfrontier Conservation Project is also a concern.
At the meeting, the health sector was also assessed, referring to the 1st half of this year, with 120 health units and a capacity of 818 beds.
