Luanda - The General Inspection of State Administration (IGAE) is the body in charge of certifying commercial public debt, known as arrears, generated outside the rules of budget execution, said Monday the minister of Finance, Vera Daves.
“The Ministry of Finance makes payments of arrears, only after validation by the IGAE”, added the minister of Finance, while speaking to the press outside the National Assembly, after approval of the 2023 State General Budget by the MPs.
On the occasion, Vera Daves spoke about the recommendation made by the MPs about the certification of public debt, mentioning that the Executive has already taken the decision some time ago to take the certification away from the Ministry of Finance and pass it on to the IGAE.
The minister clarified that they heard the opposition parties appeal in previous years and due to that the Angolan Government took the decision to take the certification away from the Ministry of Finance and pass it on to the IGAE.
According to Vera Daves, the certification of the commercial public debt by IGAE undergoes several procedures from an interrogation to the company to benefit and travel for verification visits.
The official stressed that in practical terms, the audit of public commercial debt, a continuous process, is already taking place, adding that the Ministry of Finance does not pay anything without confirming that the debt is ready for settlement.
The just approved State Budget includes a financial package of 429 billion kwanzas for the payment of commercial debt arrears of the government´s supplier companies.
