Luanda - The implementation of gambling activity in tourist areas in the country was defended on Tuesday in Luanda by the chairperson of the Gaming Association, Henrique Doroteia.
Speaking to the press, on the sidelines of the presentation of the panorama of the gaming sector in Angola/2023, promoted by the Gaming Supervision Institute (ISJ), the source also advocated the need for the Angolan Executive to encourage the creation of these activities in tourist areas, a measure stipulated by law.
For tourist areas, he said, it is necessary to define and limit how many casinos and gaming houses can be created, for better organization and greater control by the supervisory body.
He also added that limiting the expansion of players is essential to avoid clandestine spaces for gaming exploitation.
“It may be a long-term task, but it should not cease to be a concern for the Executive, as the country is committed to diversifying the economy to raise revenue”, he highlighted.
On the other hand, Henrique Doroteia highlighted the proposed Law on Gaming Activity approved, last Monday, in particular by the deputies of the National Assembly, considering that the diploma provides for lowering taxes between 20% and 18%, an amount that has not yet satisfies operators.
“After a lot of struggling by the association, the tax was reduced two years ago to 25% and now eventually to 18% or 20%, but it will still remain very high.
The ideal for operators, he said, would be to reach around 12% of the tax value to be paid, because nowhere in the world are there taxes in this sector above this percentage.
According to the reasoning, with this reformulation of the Law, the aim is to establish a gaming legal system that is more suitable for regulating and controlling the activity, whilst safeguarding the defense of established rights and the legitimate expectations of gaming operators and players.
The premises for regulating and supervising the activity are essentially based on the stability of the activity, reinforcement of the concession as a criterion for access, given that throughout the world gambling is seen as an activity reserved for the State.
These premises are also based on the protection of public order, the legitimate interests of players or bettors and the reinforcement of the level of literacy in the activity, as well as preventing fraudulent or criminal activities, such as money laundering and the financing of terrorism.
With the main innovations, the responsibility of concessionaires and licensed entities for the legality and regularity of the exploration and practice of gambling is accentuated and the conditions for profitable and responsible exploration are improved.
With this step, the Gaming Activity Law Proposal is ready to go to the final global vote, scheduled for the 18th of this month. ASS/QCB/DOJ
