Ministry of Youth and Sports demands compliance with law in federal elections

Luanda - The chairpersons of the electoral commissions and the general assemblies of the national federations on Wednesday, in Luanda, were instructed to be strict in complying with the deadlines for the mandate renewal processes.

The meeting occurred during a closed-door meeting with the Ministry of Youth and Sports (MINJUD), led by the Secretary of State for Sports, Paulo Madeira.

The main issue at the meeting, held at the Sports Gallery, was related to the compliance with the deadlines of the electoral law, which sets 90 days for its execution, giving sufficient time to prepare potential candidates, which did not happen.

It was found that several acts of renewal of mandates are carried out in 15 or 20 days, due to violation of the law on sports associations.  

At the end of the meeting, Paulo Madeira told the press that the purpose was to draw the attention of national federations, whose mandate renewal processes do not follow the rules.

According to him, most of the processes are yet to be concluded, hence MINJUD's intervention, with the aim to correct and replace what the law on sports associations recommends, 90 days for an electoral process.

“The main purpose of the meeting was pedagogical and from a general and generic perspective, so that everyone has the possibility of complying with the law”, he stressed.

Paulo Madeira said he hopes that the federations comply with what is established, because elections carried out without complying with the stipulations will not be recognized by the supervisory ministry.

The national sports system has more than 20 federations and the Olympic and Paralympic Committee.

In recent years, federations such as judo and boxing have carried out a renewal of mandates surrounded by controversy and legal proceedings.

For example, in the 2020/2024 quadrennium, the sport of boxing was hampered due to a disagreement between the outgoing chairman, Carlos Luís and the winner of the elections, Simão Muanda, however, not recognized by his predecessor.

This situation, which was sent to the courts and even notified to the African Boxing Confederation, prevented participation in this year's African Games in Ghana, in addition to the institution's inertia.

In other less litigious processes, in addition to meeting deadlines, complaints arise about the voting population, some considered to be ghosts to the general benefit of the candidate running for their succession. BSV/MC/MRA/DOJ
