Luanda – Ombudsman Florbela Rocha Araújo and the minister Public Administration, Labour and Social Security, Teresa Dias, Monday analysed the labour situation in the country, with stress to improving social conditions and the well-being of Angolans.
Florbela Rocha Araújo expressed her intention to cooperate with MAPTSS in defence of the rights, freedom and guarantee of citizens, to ensure minimum conditions for citizens.
She said that the two institutions must outline the necessary mechanisms for the implementation of the Sustainable Development Goals, 2030 agenda and the National Development Plan, with a view to improving the working conditions and salary of Angolans.
The official explained that these mechanisms must translate into the existence of minimum services that the State must provide the citizens with fundamental rights such as health, education, housing, food, water, energy and employment.
According to the official, it is necessary to ensure the social measures of the public administration, valorisation and identification of human resources through public policies and professional training and improvement programmes.
The official defended a joint reflection on the measures of safety and health at work, problems of professional training, service and assessment of public employment policies, improvement of the conditions that allow more young people to access the posts of jobs.
She said that she was pleased with the decrease of constraints and bureaucracy in the conception of the survivor's pension and definition of public policies within the scope of mandatory social protection.
The resolution of problems resulting from the reduction of workers' income, lack of emission of work capacity in maternity, unemployment, old age and maternity allowance are part of Ombudsman's concerns.
Florbela Rocha Araújo also pointed out as a concern the lack of positioning of the ministry in face of the infractions committed by employers, such as the non-registration of workers with Social Security Institute (INSS), vacation plan, lack of work materials, excessive working hours and lack of protective equipment.
She also recommended the creation of a mechanism for inspection, control and complaints regarding the poor service provided by Public Administration employees, as well as the increase in the number of Labour and Social Security Inspectors and clarification of workers in the field of safety and health at work .
In turn, the minister of Public Administration, Labor and Social Security, Teresa Rodrigues Dias, said that they have been cooperating and aligning themselves with the bodies that contribute to providing better service to citizens.
Teresa Dias reaffirmed the implementation of programmes aimed at dignifying workers, goals to be achieved, structuring projects, recognising, however, that there is still much to be done.
