Luanda - The Opinion Report of the Court of Accounts (TC) regarding the General State Account for the 2019 fiscal year, delivered this Tuesday to Parliament, has more than one hundred recommendations for improving government action.
After handing the document to the Speaker of the National Assembly, Fernando da Piedade Dias dos Santos, the Presiding Judge of the Court of Accounts , Exalgina Gambôa, told the press that the recommendations stem from various findings.
She said that the findings are technical and legal, to improve the exercise of external control that is carried out by the National Assembly.
Exalgina Gambôa recalled that the opinion of the Court of Account is always technical and not political, "therefore, we reserve to issue this technical opinion, which is delivered to the Parliament, which makes the political assessment", she explained.
On her turn, the Chairwoman of the National Assembly's Economy and Finance Commission, Ruth Mendes, informed that the legal deadline for approval of the General State Account is June 30th.
"We are only receiving the opinion report today (Tuesday, June 15) , so we will have at least about a month to assess the Account (…)", she stressed.
The Court of Accounts sends to the National Assembly its opinion on the General State Account together with the annual report, which must contain a summary of the jurisdictional deliberations referring to the financial year in question, and also proposes measures to be adopted to improve the financial management of public resources.
The revised General State Budget (OGE) for the 2019 fiscal year included estimated revenues and expenses of 10.3 billion kwanzas.
This year's General State Budget Proposal was revised with an oil price reference at 55 dollars a barrel and replaced the previous one, valued at 11.2 billion kwanzas, based on the price of a barrel of 68 dollars.
