Inter-ministerial Commission assesses 2024-2037 Human Capital Development Plan

Luanda - The proposal for Angola's National Human Capital Development Plan 2024-2037 was assessed Tuesday in the Province of Luanda during the First Ordinary Meeting of the Inter-ministerial Commission for the implementation of the National Plan for Staff Training (CI-PNFQ), led by the Vice-President of the Republic, Esperança da Costa.

According to a press release, the event also analysed aspects related to the readjustment and composition of the plan that projects the expansion of the education/training subsystems, estimating the number of staff trained by 2037.

Angola's National Human Capital Development Plan 2024-2037, which is yet to be submitted to the Cabinet Council for approval, is a long-term multisectoral planning instrument that guarantees political and technical guidance in line with the country's development needs.

The document includes adequate adjustment regarding the availability of training and the adaptation of qualifications to the needs of the job market.

The Interministerial Commission also analysed the National Staff Training Plan for 2024, which aims to coordinate education, science, qualification and professional training with policies on social inclusion and labour.

The document proposes the provision of financial, material and technological resources necessary for the proper implementation of this plan and to encourage the creation of an integrated information and management system for education and training, in line with the strategic objectives of the National Development Plan.

However, speaking to the press, the director of the Cadres Office of the Head of State, Edson Barreto, informed that the Human Capital Development Plan includes public teaching, education and training policies in Angola, which will come into force after approval by the Cabinet Council.

He added that the document outlines the guidelines for the ministerial departments, having an overall vision to guarantee the training of staff in accordance with the country's development needs, highlighting that public education and teaching policies are part of an ecosystem, so that the profile of the staff trained is in line with demand.

The official emphasized that it must ensure, for example, that higher education institutions train teachers for technical and professional schools in accordance with the requirements of the Ministry of Education, as well as guaranteeing a balance between the supply and demand for staff.

Edson Barreto explained that the Ministry of Economy and Planning will be responsible for training staff for entrepreneurship and business development, the Ministry of Territorial Administration (MAT) will be responsible for training staff for local administration, the Ministry of Public Administration, Employment and Social Security (MAPTSS) will ensure staff training for central and local public administration and the vocational training system, while the Ministry of Education and the Ministry of Higher Education, Science, Technology and Innovation are responsible for training on public policies.

The Interministerial Commission for the Implementation of the National Cadres Training Plan (CI-PNFQ) is a consultative body of the President of the Republic which is responsible, among other duties, for ensuring the coordination and promotion of inter and intra-institutional cooperation between the different institutions with competence in matters of education, teaching and staff training.
