Luanda – The Cabinet Council approved Monday the Angola’s Human Capital Development Plan 2023-2037, a document that contains program, objectives and concrete targets for the short, medium and long term goals.
According to the final communique of the meeting led by the President of the Republic, João Lourenço, the implementation of the plan will result in the expansion of the education and vocational training sectors and an increase in the quality and relevance of the educational and training offer and allow an increase in the availability of qualified human resources in priority areas.
The plan calls for the development and expansion of education and training provision to be geared to the real priorities and needs of the labor market, and for an increase in education and training provision to support the development of the knowledge and skills needed by the public sector and the private business sector.
Increasing the population's levels of schooling and qualification, with an impact on improving the country's position in terms of human and social development are other objectives of the plan.
Authorization
The Cabinet considered, for submission to the National Assembly, a Draft Law authorizing the President of the Republic to legislate on the Legal and Fiscal Regime for Incremental Production in Petroleum Concessions in the Maritime Zone.
To this end, the Presidential Legislative Decree on the matter was analyzed, which defines the legal and fiscal regime and the procedure for adjusting the contractual terms applicable to Incremental Production in Mature Blocks and Projects in Undeveloped Development Areas located in the maritime zone.
It also approved changes to some of the rules of the Regulations of the Specialized Committees of the Council of Ministers, with the aim of adapting the structure of the Economic Team and its Technical Support Group to the recent changes in the structure of the Auxiliary Bodies of the President of the Republic.
