Luanda - A Draft Presidential Decree for the creation of the National Agency for Cultural Industries (ANICC), through the merger of the Angolan Institute of Cinema and Audiovisual (IACA) and the National Institute for Cultural and Creative Industries (INIC), was considered, on Wednesday, by the Committee for Social Policy of the Council of Ministers.

The new institution's main objective will be to regulate, supervise and control the national policy of promotion, support and development of Cultural and Creative Industries and, in particular, books, records and crafts, as well as the promotion of reading, publishing of works whose nature proves to be of cultural interest and of great social reach.

Speaking to the press, at the end of the meeting led by the Minister of State for the Social Area, Dalva Ringote, the Secretary of State for Culture, Maria da Piedade Jesus Geral, said that ANICC will also have the mission of conceiving and implementing the strategy of the State in relation to cinematographic and audiovisual activity.

“Until now, there is no great control in the area of ​​cinema and audiovisual, and, with the implementation of the agency, it will be possible to raise more funds to help with the General State Budget,” she added.

She stated that the agency will have a little bit of everything related to the cultural industries, from books, records, crafts, as well as the promotion of reading, to bring benefits to creators in this area.

In the field of Former Combatants and Veterans of the Fatherland, the Commission for Social Policy assessed a draft diploma that readjusts the pensions granted under a Special Regime to Former Combatants and War Disabled, as well as to family members of fallen or perished combatants, in light of the update civil service salary, in accordance with expected inflation, thus providing better dignity and quality of life to them.

In the Environment sector, the Committee for Social Policy assessed the Draft Presidential Decree that establishes the Career Regime for Officials and Inspection Agents of Environmental Conservation Areas, with a view to dignifying and valuing the activity of the respective professionals, thus guaranteeing Thus, the proper functioning of the inspection services of Environmental Conservation Areas.

During the meeting, a review report was presented on the activities carried out by the Ministry of Social Action, Family and Promotion of Women (MASFAMU), during the year 2023, within the scope of its responsibilities.

According to the document, in 2023, the ministry's intervention focused on creating conditions for the social and economic integration of children, the elderly, people with disabilities, improving the conditions of women in rural areas, victims of violence , refugees and other socially vulnerable groups, through the design of specific policies, creation of an adequate legal basis and implementation of programs and projects.

In terms of achievements, the report highlights that social benefits were registered and attributed to families throughout the country, guaranteeing social protection for vulnerable children and people with disabilities, through support with food, means of transportation and various technical aids, as well as several elderly people in extremely vulnerable situations were supported and protected, either through shelters or through support for food and non-food items in their respective communities.

The final communiqué concludes by stating that government action, in the field of assistance to vulnerable populations, has been complemented with the intervention of different institutions of organized living society and NGOs, which carry out socio-assistance actions for these groups.

It adds that in relation to the complementarity of actions between the State and civil society, the Executive has been providing financial support to recognized Public Utility Associations, which implement their actions in the areas of gender, social action and productive inclusion of vulnerable groups .
