Luanda – President of Republic should submit contracts worth 11 billion kwanzas or above to the Court of Auditors (TC) for preventive inspection purposes, according to the State Budget Law 2021.
Also submitted to the Court of Auditors are the budget units from State-owned central and local administration bodies and other entities, with the value equal or greater than 600 million Kwanzas.
Contracts that require preventive inspection only take effect after obtaining a visa from the Court of Auditors or if the established term is exceeded.
The document also states that the revenues from TC fees and duties should benefit, in 60 percent, the funding of the projects of reform of the judicial system.
"Whenever Public Procurement Entities (EPC) sign contracts delegated by President the limits of the value to be considered, for the purpose of preventive supervision, is 11 billion kwanzas, regardless of the body that executes the expenditure," reads the document.
Angola has created a new Public Procurement Law (No.41/20 on December 23).
The new Law brings, among several novelties, the creation of a new procedure called "Electronic Dynamic Procedure".
It allows rapid awarding, in less than 24 hours, and competitiveness, through prior registration of companies with the Public Procurement Portal.
