Transport ministry approves report on Luanda Port concession to DP WORLD

Luanda: Angolan Government has awarded the concession, for 20 years, from the Multipurpose Terminal (TMU) of the Port of Luanda to the multinational DP World Limited.

However, the Ministry of Transport approved on Wednesday (23) the final report of the international public tender for the concession of the Luanda Multipurpose Terminal DP World.

It was in November this year the United Arab Emirates company won the international public tender for the concession of that Terminal, after presenting an investment plan worth USD 190 million.

In the final report, approved by the minister of Transport, Ricardo D'Abreu, the Tender Evaluation Committee presents three “fundamental assumptions” that contributed to the concession of the unit to this multinational, specialised in cargo logistics, in the world.

Among several qualities, the proposal highlights, as main characteristics, the current value of payments to the Grantor exceeding 440 million dollars (about 285.9 billion kwanzas), with reference to 2020.

During the term of the agreement, these payments will represent a settlement value to the grantor higher than USD 1,000 million (AKZ 649.7 billion), of which USD 150 million (AKZ 97.4 billion) will be paid on the date of signature of the Contract grant.

Another aspect is the execution of an investment plan, in an amount higher than USD 190 million (approx. AKZ 123.4 billion), to be carried out over the 20 years of the Concession, of which more than 70% will be made using the national incorporation.

This investment plan will include the rehabilitation of the physical infrastructure of the quay in the said Terminal, among other civil works necessary to implement a new prospectus for the same unit in the country's capital.

Meanwhile, the maintenance of the jobs of the current employees of the Terminal and the implementation of a training and education plan are other proposals presented by DP World, founded in 2005, as a result of the merger of two companies.

With this plan, the company guarantees the training and qualification of Angolan workers assigned to the structure, as well as the insertion of national middle and higher level staff in the different areas of the future concessionaire and in its decision structure, as provided for in the legislation in force on private investment and promotion of national work.

In the Report, the Evaluation Committee also includes, among the advantages of DP World, Ltd, the proposal for the rehabilitation and acquisition of equipment that will allow the transition from the Terminal operation to an operation based on “RTG Cranes”, in line with the best international practices, as well as the creation of an external logistics platform that allows to reach an objective traffic volume of 700,000 TEUS / year, supported by a modern port management system.

The International Public Tender for the Concession of the Multipurpose Terminal of the Port of Luanda (“TMU”), under a public service regime, was launched on December 16, 2019, following Presidential Order No. 164/19 of September 27, 2019.

The Port of Luanda TMU is a port infrastructure dedicated to the simultaneous operation of general cargo and containers, with a 610 meter pier, with a depth of 12.5 meters, with an area of ​​181,070 square meters with capacity for handling 2.6 million tons per year.
