Luanda – The Angolan government plans to build satellite towns with affordable housing for the low-income population, in order to alleviate the large-scale housing infrastructure deficit within four years.

According to a report published on the government website, mentioning the National Development Plan (PDN) 2023-2027, approved by Presidential Decree no. 225/23, of November 30, the aim is to quickly build new satellite cities in urban and rural areas and the respective large-scale infrastructures for the rehousing of vulnerable populations from areas of environmental risk and in informal settlements, using public-private partnerships.

It notes that the authorities will carry out a programme to complete the computer platform for the management and control of the state's housing assets, for the sale and rental of properties.

With the PDN for 2023-2027, the government wants to subdivide the state's land reserves, placing infrastructure in them so that they are available for guided private construction with rainwater drainage systems, sewage collection systems, public lighting, telecommunications services and others.

To this end, over the next four years, the government should also create infrastructure in rural areas, build farm tracks, implement an online service for issuing and paying for building permits and provide financial support for access to and supply of materials at affordable prices.

In order to carry out this work, the government will prioritize small and medium-sized local companies in the construction of proximity services on agricultural roads and large land reserves, and provide technical and logistical assistance during the guided construction process, with special attention to land provided with low levels of infrastructure.

The National Development Plan (PDN) 2023-2027 provides for the promotion of the use of local building materials in order to reduce the costs associated with imports, as well as mobilizing community and non-governmental organizations and private companies to facilitate the building process and the acquisition of materials.
