Luena - The Municipal Administrations of the eastern Moxico Province risk penalisation due to the repeated delay in rendering accounts to the Ministry of Finance (MININF), warned the local delegate of this institution, António da Conceição Manuel, on Monday in Moxico.

Speaking to the press as part of a training seminar on the rules for implementing the Angola's State Budget for 2024, aimed at public managers, he said that municipal administrations and other state institutions have been rendering accounts, but late.

The official said that this attitude can impose a penalty to these institutions, and therefore prevent them from receiving financial quotas, as well as having the budget of the municipality or state-owned company set aside, according to the country's regulations.

In order to sort out this issue, António da Conceição Manuel said that the Finance Ministry will continue to train public managers, technicians from municipal administrations and other public institutions, with a view to fully complying with accountability.

"The idea is to continue to improve and mitigate the impact of these and other difficulties through training activities, due to the change in management in municipal administrations and other state bodies", he reiterated.

For the municipal administrator of Alto Zambeze, Quintas Keshipoko, the seminar provided important elements for the implementation of the current year's budget, especially on the actions linked to the budget.

This opinion was shared by the municipal administrator of Luchazes, Quintas Miúdo Sempieca, who emphasised the importance of the training, providing self-evaluation in the management of public money allocated to municipal administrations and other state institutions.

In turn, the provincial governor of Moxico, Ernesto Muangala, hopes that the training will contribute to standardising and improving spending and the management of public funds.

The training session covered the rules for implementing the State Budget (OGE) and asset management, public procurement and the public investment programme.

In the current financial year, Moxico Province benefited from 89 billion kwanzas from the State Budget for 2024.

This year's OGE includes estimated revenue of 24.7 billion kwanzas and expenditure of the same amount.
